Roles:

The training centre is the Federal Revenue Administration's central training and further training facility. It is based in Münster and has branches in Plessow and Sigmaringen. The Financial Administration department of the Federal Institute for Public Administration is integrated into the Münster headquarters and is administered by the training centre.

The Federal Revenue Administration training centre based in Münster with branches in Plessow and Sigmaringen is the basic training and advanced training facility for the department. It is directly responsible to the Federal Ministry of Finance. The training centre performs the following roles at all three locations:

  • Specialist theoretical training for trainee middle-ranking customs officials (8 months as part of a two-year preparation period),
  • Running training events for all public service grades of the Federal Revenue Administration,
  • Implementation of seminars for members of foreign customs authorities,
  • Preparation, testing and creation of teaching and learning materials.

In addition, the following essential roles are performed at its head office in Münster, where the Financial Administration department of the Federal Institute for Public Administration is integrated:

  • Specialist theoretical training for trainee higher-ranking non-technical customs staff (18 months specialist study as part of a three-year preparation period),
  • Practice-based training courses for higher-ranking, non-technical customs administration staff as part of a three-year preparation period),
  • Scientific introduction for trainee higher-ranking customs officials,
  • Support of the "Customs 2002-2007" campaign, including the organisation and implementation of exchanges,
  • Editing the collection of regulations of the Federal Revenue Administration (VSF) and the official journal of the Federal Ministry of Finance (VSF N).

The following are further main roles at the Plessow branch:

  • Specialist theoretical training for trainee customs staff,
  • Practice-based training courses for middle-ranking customs staff as part of the two-year preparation period and
  • Planning and implementation of foreign-language training courses.

The following are further main roles of the Sigmaringen branch:

  • Training in support techniques, including the legal and practical bases for the use of weapons,
  • Practice-based training courses for middle-ranking customs officials as part of the two-year preparation period,
  • Special training in support techniques (Central Customs Support Unit (ZUZ), Customs Observation Unit (OEZ) and Customs Support Group (UGZ)) and
  • Coordination of participation of Federal Revenue Administration staff on Federal Academy for Public Administration courses.
